Berkeley, California: The International Commission on the Biological Effects of Electromagnetic Fields (ICBE-EMF) just sent a scientific letter to U.S. Senate and House leadership and to the FCC Commissioner challenging federal proposals to allow the densification of cell towers near homes and schools without updating FCC wireless radiation limits. ICBE-EMF maintains that the FCC’s 1996 human exposure limits for the radiofrequency radiation (RF) emitted by cell towers, cell phones, and wireless networks fail to adequately protect the public against cancer and other health effects. Unless Congress and the FCC ensure a formal review that takes into account the most recent scientific evidence, they “would be failing to protect public health,” cautioned the Commission’s scientists, an international consortium of scientists, physicians, and researchers with extensive expertise in the health effects of wireless and other non-ionizing electromagnetic field exposures.

The Commission’s letter specifically highlighted a newly published peer-reviewed paper in the journal Environmental Health by ICBE-EMF scientists Dr. Ronald Melnick, former senior toxicologist with the National Toxicology Program, and Dr. Joel Moskowitz of the University of California, Berkeley. Using results from a $30 million U.S. National Toxicology Program (NTP) cancer study, the researchers applied standard procedures developed by the U.S. Environmental Protection Agency and found that current RF exposure limits are at least 200 times too high to protect the public from cancer risk.

“Our analysis clearly demonstrates that the current FCC and ICNIRP limits for cell phones and wireless networks are structurally incapable of protecting human health. We urgently need governments to step up, abandon these obsolete guidelines, and conduct rigorous risk assessments using modern toxicological data,” stated Dr. Melnick.

The scientists warned that if the FCC moves forward with plans to fast-track cell towers and wireless infrastructure by preempting local government control, as outlined in the FCC’s proposed “Build America: Eliminating Barriers to Wireless Deployments” (NPRM 25-276), without first updating federal exposure limits to reflect the latest scientific research, Americans would effectively become “test subjects in an uncontrolled national radiation experiment, one conducted without consent, without monitoring, and without updated safety limits.”

The ICBE-EMF submitted a comprehensive scientific filing to the FCC in the “Build America: Eliminating Barriers to Wireless Deployments” proceeding, detailing the latest scientific research on wireless radiation health effects, deficiencies in current FCC regulations, and the need for updated science-based protections. ICBE-EMF scientists also sent letters to both House and Senate committees in advance of their FCC oversight hearings calling for independent scientific review and greater oversight and accountability. This new letter expands upon those concerns by incorporating the findings from the latest publication.

A Brief Analysis

You can think the 1301 Project slated for city-owned land at Hollywood Beach is great.

Or you can hate it.

Heck, maybe you don’t have strong feelings about it.

And all of that is ok. We’re residents, citizens, taxpayers. We can express ourselves, or remain silent. However, it has clearly been a pressing, controversial issue locally for several years, with opponents and proponents fussing and feuding.

But whatever our stance, we probably ought to hold the folks running for Hollywood City Commission seats in District 1, District 3, and District 5 to a higher standard.

After all, we are going to pick one winner from each district to represent us at City Hall next year. So, it would be helpful if they show us their true colors, at least to the extent that this is possible in politics.

Who will speak during the time certain 1301 Project public hearing, set for 6 pm, or as close to that time as possible? In other words, the juicy part of the Commission Agenda is set for after-work hours for most people. That means the below declared candidates might want to attend the meeting, and maybe even show us some leg, or backbone in defending the apparent Levy super majority position, or opposing it.

Now, I get it. Our elected leaders on the dais will vote the way they want to vote. And, even if the political candidates stand before the microphone on May 20, at around 6 pm, their opinion is just that — an opinion.

But that opinion can also give us some insight into their character. And how they think.

So, will the 2026 crop of Hollywood City Commission candidates show us their true colors? Or any colors at all?

DENVER - Today, Governor Polis announced clemency for 44 individuals, including 35 pardons and 9 commutations. A pardon removes the crime from someone’s record and a commutation changes a prison sentence.

I don’t think most people fully understand what I do as the executive director of the Cortada Foundation.

Right now, we’re building a platform for civic engagement across South Florida.

The phrase ‘the best laid plans of mice and men’ is another way of saying that no matter how well you try to prepare for something, something could still occur, leading to possible failure, or a shift in plans. The City of Hollywood waited more than a decade to ink a Hollywood Beach dunes deal with Broward County, according to Diana Mazel Pittarelli, a Hollywood resident and luxury home marketing specialist at First Colonial Realty. The multi-million dollar deal let Broward County put tons of sand at various parts of the beach in an effort to protect it. The project started this past winter, with an expected completion date of April. That deadline was not met.

So, problems, and controversy persist.

Maybe that explains why City Commission members kicked up some sand about the wayward County project, even considering killing it during a recent meeting. But, Mazel Pittarelli says, Broward County leaders informed City officials they had a contract that must be honored, so work continues. She has served the City of Hollywood on its Planning & Development Board. Currently, though, she’s on the City Historic Preservation Board.

Enter citizen Mazel Pittarelli, who is heading to the City Commission next week. She plans to speak there on May 20 during Citizens’ Comments. Placing feet of sand on top of beach sand, then rooting plants that can grow even higher means ground floor businesses and homeowners face a loss of property value because they’ve lost the relaxing view that convinced them to buy. The damage is so real, Mazel Pittarelli insists, that folks may contact the Broward Property Appraiser’s office to request a reduction in valuation. If that happens, the properties will generate less tax revenue for the City and County.

Adding insult to injury, Mazel Pittarelli says, Broward County had explained to the City that the dunes project will kill palm trees on the beach. She insists beach business owners have also given the City a piece of their mind, apparently to no avail.

Of course, not everyone knows about the political beach storm. But Brian Paruas, a Hollywood attorney, running for the District 1 City Commission seat, walked the beach to look, listen and learn. He says he respects the efforts of people like Lee Gottlieb, a dunes advocate.

Still, Paruas insists, its important for business people to be involved in making such plans because they have practical experience that maybe others can learn from. The candidate has already spoken with beach business owners who fear rodents may nest in the dunes plants, causing another unintended consequence.

So, lots of questions about responsibility emerge. For instance:

• Did anyone from City Hall monitor the project on a regular basis? And communicate regularly with their County counterpart?

• Did the City speak with and learn from business owners before signing a deal that was more than 10 years in the making?

• Was anyone at Broward County keeping an eye on the project to make sure that things were going well?

• Is it true that the plants the County purchased have been sitting in a warehouse for more than a year? Are they in poor condition?

• As the project took longer than expected — without the rooting nature of the plants protecting the sand — did some sand blow away? Did sand that blew away cause a problem for beach businesses and home owners?

• Did the government spend about $500,000 on rope and posts, a good portion of which won’t be used?

Mayor and City Commissioners,

I recently noticed a 5G pole almost identical to the one installed just outside my Hollywood residence has now been removed from its location. This pole was located on Stirling Road across from Hollywood Hills High School.

Truthfully, I likely never would have known this pole existed had my daily route not changed because of the displacement from my own home caused by the City of Hollywood and Crown Castle. Since being forced from my residence, I have become familiar with seeing other installations of these repulsive, non-essential devices. Now suddenly, one is gone.

I don’t know who owned the pole, why it was removed, or what circumstances led to its removal and/or relocation. Despite attempting to obtain information for days now regarding this specific installation, I was unable to get any meaningful answers.

Still one thing is now undeniably clear. These poles can be moved!

If this pole belonged to Crown Castle, has anyone alerted Hollywood Hills High School that their “lifesaving critical infrastructure” is suddenly gone? With approximately 1,700 students enrolled, surely there must be panic that emergency calls can no longer be made now that their supposed savior standing outside the school has disappeared. Isn’t this what Jessica Fernandez Ibarra from Crown Castle claimed about Colbert Elementary? It was essential to have a 5G pole placed right outside MY bedroom to aid the students down our street! Perhaps, the reality is what many of us suspected all along. These installations are not nearly as irreplaceable or immovable as residents are repeatedly told when we beg for relief.

I can only assume the removal of the pole near 3861 Stirling Road may be connected to development taking place in the area. If that is the case, it raises a deeply troubling question. Are relocations only possible when developers with money and influence want something changed, while families living in residential neighborhoods are expected to simply endure these installations no matter the impact? Unfortunately, the Albertelli family couldn’t afford the $250,000 bargain deal we were offered by Jessica to move the pole from our swale.

You may believe this issue has been dismissed simply because you have decided to stop communicating with my family, but we are still here living with the consequences every single day. We remain displaced from our home now more than 160 days after being forced out.

To witness another pole quietly removed while our concerns were treated as unreasonable is devastating. The very thing we were repeatedly led to believe could not or would not happen has now happened elsewhere.

Our concerns or requests were never irrational. We asked for compassion, accountability, and common sense. Instead, we were left carrying the burden of decisions that never should have been forced upon our family in the first place.

As city officials you should be ashamed that it was ever allowed to come to this.

What do you do if you want to get permits to build a warehouse in a mangrove without public input? Post the wrong site.

Port 1850 LLC (Shlomo Melloul) wants to build his warehouse in the mangroves. He needs a site plan and plat from the City of Dania Beach. The matter is on the Agenda on May 26th. The law requires him to post the property to give the public due process (notice and opportunity to be heard). But instead of posting the landlocked parcel at the closest street facing location, they posted a vacant parcel owned by Broward County.

The Mangrove Parcel is 1850 NE 7th Ave, behind the warehouse at 1900 NE 7th Ave. To the north is the Hertz lot at 1950 NE 7th Ave. The swales at these sites would be appropriate.

But the sign for the Shlomo Warehouse is posted on a fence to Broward County’s vacant parcel north of 2010 NE 7th Ave.

This has caused confusion by many and they are asking if Broward County is building a warehouse? Has the mangrove already been cleared? What is going on here. Inquiring minds want to know!!!

Jorge Perez and Eric Fordin, of the Related Group, various developer attorneys, and a majority of the Hollywood City Commission have backed construction of a luxury high-rise condominium on city-owned land for several years now. It is commonly known as the 1301 Project, although the developers have come up with an alluring name: Portofino Hollywood.

But despite the catchy name, nobody has planted a shovel in the ground yet, for a variety of reasons.

So, enter from stage left the state “affordable housing” law called the Live Local Act. At an early May City Commission meeting, Vice Mayor Traci Callari asked staff to study the financial implications of changing the Comprehensive Development Agreement. Her plan for the Public-Private Partnership deal at Hollywood Beach involves eliminating the all expensive condo unit format; replacing it with 126 pricy condo units, and 84 “affordable” rental units.

Staff, after enough City Commission members agreed, were instructed to get their pads and pencils out to make complicated calculations in the span of about two weeks. Maybe they will use laptops with AI for good measure.

However, until the May 20 meeting convenes, we must wait to see if City leaders ask and answer these questions:

• Can only condo owners at the luxury building be charged assessments to deal with common area upkeep and repair?

• If this is the case, will condo owners essentially be subsidizing the people who move into rental units?

• What is the yearly estimated cost for routine upkeep in common areas of a large property feet away from the Atlantic Ocean?

• Given the amount of glistening high-rise condos on the beach throughout South Florida, would buyers with lots of money perhaps pick a building where condo owners possess all the units, and thus share the cost of care and repair in a less expensive way?

• What happens if a hurricane damages the property? Will condo owners stick with their purchase? Abandon it? Will renters stay?

• Will the entity connected to the Related Group self-finance the building? Or seek a loan?

• Given the recent foreclosure lawsuit involving the luxury Circ building in downtown Hollywood, how certain is it that the developers can obtain a loan?

• Are there instances of other luxury properties that need to be rebranded or are not pulling in the profits anticipated?

• To what extent are City of Hollywood residents responsible for any financial problems that may arise over the years of the lease?

• Has the City of Hollywood submitted the staff financial analysis to an independent forensic accountant to review? If not, is this a reasonable step to take?

• What happens if Sunshine State voters in November decide to change the ad valorem tax? What impact will it have on the revenue stream the City thinks it’s getting?

• Where else in Florida is there a luxury condo/affordable housing development on public land in the works?

• Is this a spot zoning facilitated by developers' favorite lawmakers in Tallahassee?

Come Hell Or High Water

It sure looks like powerful forces will build what is called the 1301 Project on city-owned land, feet away from the Atlantic Ocean.

So, we may soon learn whether people who have been opposing this development for several years can prevent the state Live Local Act from giving the 1301 Project the final boost it needs to get built.

However, if Jorge, and Eric, and development attorneys and enough of the majority on the Hollywood City Commission get their way, I’d rather their way include what we call an affordable housing component.

Now, I get it, affordable housing leaves out lots of people who work hard and play by the rules. But that’s why I’ve published the above email exchange with developer attorney Keith Poliakoff. On digital ink, at least, he favors expansion of the legal definition of what political leaders in Tallahassee call affordable housing. I intend to reach out to him to see how we can work to make affordable housing an option for more of our neighbors.

I also agree with Keith that we can advance the cause of social and economic justice if we as a society build affordable housing in every part of our community. And that includes our more precious precincts — Hollywood Beach, Hollywood Lakes, Emerald Hills, Hollywood Hills and even Hillcrest, where I live.

Why? We as a society find all sorts of ways to set up barriers of legal discrimination — in schools, and in housing, for example. This is unfortunate, from my perspective, because most of us can learn from one another if we get close enough to do it. In other words, it can be good for most, if not all of us, and we can build a stronger society by literally sharing common ground.

Creating a more truly affordable state housing law works in that direction. It also undermines the belief some hold that Tallahassee lawmakers are really only interested in feeding the latest whims of ever-hungry developers. Why hasn’t Florida Doge reviewed all versions of the Live Local Act laws to red-pencil any developer welfare provisions in those laws?

It’s also worth noting that some opponents of the 1301 Project insist climate change and sea level rise are coming for us. This inexorable march, they insist, means taxpayer money will be wasted on building the 1301 Project with an affordable housing component because the building will be under water decades from now.

I get the argument. But, it looks like this argument doesn’t carry enough weight with powerful decision-makers who want to build the 1301 Project — come hell or high water.

I’ve also heard it argued that it doesn’t make sense to put people who aren’t affluent in harms way.

Again, I get the argument. Ultimately, though, this position offends me. Let the people who work hard and play by the rules, who want to live in decent housing, make that decision for themselves.

Will the 1301 Project, after years of resistance, finally get built? Is adding an affordable housing component the ticket?

Many people from different perspectives are watching.

A controversial condo project that would see a luxury tower rise on taxpayer-owned land along Hollywood beach might soon be much harder for opponents to fight.

The tower is now slated to become a Live Local project, with a split of luxury condos on upper floors and apartments reserved for workforce housing on lower floors, said Keith Poliakoff, attorney for the Miami-based developer Related Group.

Under Florida’s Live Local Act — a measure designed to tackle the state’s affordability crisis — approvals are handled by city staff, effectively protecting projects from the scrutiny and dramatics of a public meeting.

The proposed condo tower would be built steps from the ocean on city-owned land at 1301 S. Ocean Drive.

“The city can now control the project because it’s a Live Local project,” Poliakoff told the South Florida Sun Sentinel this week. “The county has absolutely no say at all. There is no other avenue to fight it.”

An amendment to the state’s Live Local Act expected to take effect July 1 would allow developers to build workforce housing on government land in a bid to tackle the state’s supply of affordable housing crisis.

The new plan for Portofino Residences Hollywood calls for 210 residences. Of those, 126 will be condos and 84 will be apartments reserved for workforce housing for 30 years, Poliakoff said.

The developer hopes to break ground later this year.
